So, did i read this right? Fate will be the deciding attribute when it comes to critical hits?

I haven't read that one yet. You see that in some release or patch notes?
(I've been very careful, after some comments by the devs, to build my character by what those stats are 'supposed' to do, rather than where they are at now)

Tactical Criticals added We have added greater depth to how critical hits work in the game. The critical type of Tactical has been added, which bases its critical chance off of Fate instead of Agility (as with Melee and Ranged). Lore-masters, for example, will be keen to note this change as their crits fall under the Tactical category.forums.lotro.com/showthread.php?t=63576Maybe just for LMs?

I made a elf guardian, lvl'd to 30 and ran him up to Oat-something or another town north of Bockenborings. Its average gear for lvl30. Mainly yellow type stats. All traits and skills given to you. I didn't go far but can say a lvl29 beastie there hits pretty hard.
Anyone interested in creating and checking it out?
